3. Statement of Objectives and reasons for the request <br /> The Applicant wishes to construct a two-story, 2-bedroom single-family dwelling <br /> and related facilities, such as driveway and wastewater systems, a pickleball court and <br /> associated utilities within the 3.677-acre property. <br /> The Applicant resides nearby within the Kaimu area and will relocate to the <br /> subject property upon completion of the proposed dwelling and maintain it as his <br /> primary residence. <br /> 4. Proposed Project Details (see Figure 3 — Proposed Site Plan & Exhibit A-Building Plans) <br /> a. Proposed Single-family dwelling: The proposed single-family dwelling will consist of <br /> the following: <br /> 1) 2-story dwelling, consisting of 2 bedrooms (one bedroom on each level); <br /> 2) 1st level having 384 square feet of living area (1 bedroom & 1 bath) and a 320 <br /> square foot porch with 2-car garage; <br /> 3) 2nd level having 768 square feet of living area (1 bedroom, 1 bath & living <br /> room with kitchen) and a 320 square foot lanai; <br /> 4) 60' X 35' pickleball court, slab on grade only, no fencing around perimeter, <br /> just a low perimeter landscaped hedge. <br /> b. Access: Access to the proposed dwelling will be directly from the Kalapana-Kapoho <br /> Beach Road via a 15-foot wide compacted gravel driveway. A 5-foot tall rock wall <br /> and gate system is proposed at this entry point, having a total length of <br /> approximately 55 feet. <br /> c. Water: County water is available to support the proposed single-family dwelling via <br /> an existing water meter located along Kalapana-Kapoho Beach Road. <br /> d. Wastewater: A septic system will be installed in a manner meeting with the <br /> requirements of the State Department of Health. <br /> f. Site Improvements: The proposed dwelling site had been previously altered by a <br /> prior landowner. Therefore, site alteration is anticipated to be minimal, with the <br /> exception of grading or excavation associated with the installation of the building <br /> foundation, pickleball court and septic system. The construction of the single-family <br /> dwelling will also involve the installation of associated utility improvements, such as <br /> access driveway (compacted gravel), waterline installation and electrical utility <br /> poles. No use, land alteration or vertical construction will be permitted within the <br /> 40-foot shoreline setback area as established by a shoreline survey of the subject <br /> property certified by the Board of Land and Natural Resources on March 29, 2023. <br /> 5. Timeframe and cost <br /> Upon issuance of an SMA Use Permit, the Applicant will promptly submit plans <br /> for the proposed dwelling with the Department of Public Works with construction <br /> commencing immediately upon issuance of a building permit, with completion within 2 <br /> years given it will be owner-builder. Associated known costs and estimates associated <br /> with the proposed project are as follows: <br /> • Construction of proposed single-family dwelling & utilities - $250,000 <br /> • Pickleball court - $5,000 <br /> • Rock wall and gate at entrance - $12,000 <br /> Wage <br />
