3. Aquifers, Coastal Waters and Stormwaters <br /> The subject property is not proximate to potable wells in this area. <br /> Notwithstanding that factor, the proposed subdivision will utilize septic systems <br /> meeting with the approval of the State Department of Health. <br /> The subject property is also not subject to storm waters or coastal <br /> flooding nor the effects of sea level rise. Given the above, the goals and <br /> objectives of this element would be fulfilled. <br /> Testimony related to this property have spoken about the presence of <br /> tide pools within the area that could be affected by development. However, the <br /> tidepools mentioned are not situated within or along the shoreline frontage of <br /> the subject property. <br /> 4. Shoreline Area <br /> The Applicant has secured a certified shoreline survey of the subject <br /> property and has plotted the location of the 40-foot shoreline setback. The <br /> proposed single-family dwelling and related improvements will be situated <br /> approximately 140 to 150 feet mauka of the certified shoreline. <br /> The other theme is Managing Growth. For this, six (6) elements were identified. <br /> These elements and their relationship to the project follow. <br /> 1. Land Use Pattern <br /> Evaluating this request against the articulated goals and objectives of <br /> the Managing Growth theme, the request would be consistent with the <br /> following Goals of the PCDP: <br /> • Puna retains a rural character while it protects its native natural and <br /> cultural resources. <br /> • Reduces the exposure to high risk from natural hazard situations. <br /> 2. Agriculture and Economic Development <br /> The PCDP identifies the following: <br /> Goals <br /> • Increase opportunities for diversified agriculture <br /> • Preserve lands for agricultural use <br /> • Increase local market share of Puna agricultural products <br /> Objectives <br /> • Discourage urban growth and further subdivision on lands that have been <br /> identified as having agricultural value. <br /> While the General Plan does identify the subject property for <br /> extensive agricultural activities, its small size and location between a public <br /> road and the ocean precludes its use for extensive agricultural activities. As <br /> such, the proposed subdivision should not have an adverse impact on the <br /> agriculture industry since the location, size and soil conditions do not present <br /> the subject property as having any significant agricultural value. <br /> 3. Social Services and Housing <br /> As this is not a social service or more affordable housing project, this <br /> section is not applicable. <br /> Wage <br />
