Approval. As these remedial actions are to remove any unpermitted physical <br /> material from within the shoreline setback area or upon state-owned lands and <br /> restore it to its previous, natural-like condition, that Applicant is thereby removing <br /> any intended "use" of these areas as either a stockpile for grubbed material on <br /> State-owned lands or as an improved walking path within the 40-foot shoreline area. <br /> Therefore, pursuant to Hawaii Revised Statute Section 343-5(8), no "use" is <br /> proposed and no environmental assessment is required in order to proceed with the <br /> processing of this application. <br /> 5. Timeframe and cost <br /> Upon issuance of an SMA Use Permit, the Applicant will promptly file a subdivision <br /> application with approval anticipated within five (5) years from the effective date of the <br /> permit. Associated known costs and estimates associated with the proposed <br /> subdivision action is anticipated to be as follows: <br /> • Surveyor contract for subdivision and certified shoreline survey- $25,000 <br /> • Rock wall and gate at entrance - $15,000 <br /> • Construction of private cul-de-sac roadway- $50,000 <br /> • Water meters (4 additional) - $25,000 <br /> • Land clearing operator fees estimated at 300hrs -$15,000 <br /> • Approximately 10 loads of cinder to fill voids between rock - $7,000 <br /> • Removal of unwanted trees - $10,000 <br /> Each owner of individual lots within the proposed subdivision will determine the type of <br /> home to be constructed, along with its supporting facilities. Timing of the construction <br /> of each home will also be determined by the individual lot owners. Therefore, unknown <br /> costs at this time, as it would be premature to request quotes or develop subdivision <br /> construction drawings at this early stage in the overall review process, would include <br /> the following items: <br /> • Cost of wastewater (septic) improvements for each proposed home, sizing <br /> dependent on type of home constructed and site conditions. <br /> • Drainage report not prepared as it will be associated with subdivision <br /> construction drawings prepared as part of the subdivision process. <br /> • Cost of utilities, aside from water, will be determined during the subdivision <br /> process when utility engineering plans are developed. <br /> • Legal fees for deeds and recordation are undetermined at this time, as it will <br /> occur after issuance of Final Subdivision Approval. <br /> Wage <br />
