Merit Appeals Board April 23, 2026 <br /> <br /> <br /> <br />RECESS: The Chair called for a recess as 12:48 p.m. <br /> <br />RECONVENE: The meeting reconvened at 1:20 p.m. in open session. <br /> <br />Approval of Minutes (Item 4) <br /> <br />March 20, 2026 <br /> <br />CHR. CABANAS: Thank you. It is 1:20 p.m. and we are now in open session—back to the <br />th <br />agenda of approval of meeting minutes for March 20, 2026. Board members, have you had <br />the chance to review the meeting minutes? <br /> <br />MR. THOMAS: Yes. <br /> <br />CHR. CABANAS: Okay. Any amendments? I went through the meeting minutes—I have some <br />notes. On page 18— <br /> <br />MR. THOMAS: Eighteen you say? <br /> <br />CHR. CABANAS: Yes. Page 18, it’s under the paragraph that I stated—it’s the fourth “Chair <br />Cabanas.” <br /> <br />MS. BOND: One, two, three, four—under “(Inaudible.)” <br /> <br />CHR. CABANAS: Yeah, and then it says, “Yeah, it is. And so, it really rests with the <br />department to do their—they’re the ones authorizing the work. Of course, the class specs. are <br />developed by HR”—and then it says, “their HR”—that’s not correct—“…their HR…” <br /> <br />MR. THOMAS: is that the HR of some other department? <br /> <br />MS. BOND: Yeah. <br /> <br />CHR. CABANAS: No. ‘Cause class specs. are developed by HR. <br /> <br />MS. BOND: Their HR—no—yeah. That is correct because she’s—you’re talking about each <br />department’s HR. <br /> <br />CHR. CABANAS: No, I’m talking about Central HR. <br /> <br />MS. BOND: Oh, that’s not the way it reads. <br /> <br />MR. THOMAS: Doesn’t the department or HR develop the— <br /> <br />MS. BOND: ‘Cause they need to review the prescription—that’s (inaudible) position <br />description—and not “prescription.” <br /> <br />CHR. CABANAS: Well, that’s the position descriptions—of course, the class specs. are <br />developed by HR but they need to review it because the position descriptions are written in <br />accordance with the class spec. “And, as Sommer said, if it changes, then they need to review <br />it because it could be something else”—is that correct? <br />Page 8 <br /> <br /> <br />
