<br />Merit Appeals Board May 12, 2026 <br /> <br /> <br /> <br /> <br />Unfinished Business (Item 8) <br /> <br />Executive Session: The Merit Appeals Board Anticipates Convening One Or More <br />Executive Meetings Regarding The Matters Listed Below, Pursuant To HRS <br />Sections 92-4, 92-5(a)(2) And 92-5(a)(4), For The Purpose Of Evaluating An Officer <br />Or Employee Of The County Of Hawaiʻi, Where The Consideration Of Matters <br />Affecting Privacy Will Be Involved And Consulting With The Board’s Attorney On <br />Questions And Issues Pertaining To The Board’s Powers, Duties, Privileges, <br />Immunities, And Liabilities. A 2/3 Vote Of The Members Present Pursuant To HRS <br />Section 92-4 Is Necessary To Hold An Executive Meeting. <br /> <br />The Informational Briefing/Update From Deputy Attorney General Trisha C. Gibo, <br />Is Confidential And Attorney Client Privileged Communication Regarding The <br />Status Of Each Case (Concerning Items A, B, And C). <br /> <br />A. Communication No. 25-06 (And Related Communications), Filed By <br />Employees Of The Police Department Appealing A Classification Or <br />Reclassification Of A Particular Position <br /> <br />B. Communication No. 25-03 (And Related Communications), Filed By Tony M. <br />Enriquez, Appealing An Employment Action Taken Under Chapter 76, HRS <br /> <br />C. Communication No. 25-08, Concerning SCWC Loyola V. County Of Hawaiʻi <br /> <br />CHR. CABANAS: But we do have “Unfinished Business.” And there’s a need for us, I <br />think, to go into executive session, so I’m going to read the verbiage for that. <br /> <br />(At this time, Chair Cabanas read into the record the above summaries.) <br /> <br />CHR.
