Parks and Recreation Report for MCPD
Alisa Mitchener, Recreation Specialist, 961-8740 ex 24
May 2, 2008
Aquatics Division
Per transition plan and in response to public requests from Disability Rights Hawaii an Ad Hoc
Beach Access committee was created. Our first meeting was March 19, 2008. I refined
research on all terrain beach wheelchairs and beach access mats. I measured Kahalu’u beach
from the accessible parking, to the lifeguard stand, and to the shore. I spoke to aquatic staff on
Maui, Oahu, and Kauai for strategy on implementing beach equipment loan systems (Both Maui
and Kauai don’t require public to fill out paperwork). Hawaii Recreation and Parks Association is
interested in funding a beach access panel discussion, bringing experts to the Big Island.
Full Life Learning Center attends the KCAC pool weekly and expressed appreciation for the
installation of the new chair lift.
Recreation Division
I provided staff info on VOG, SO2 alerts, and breathing protection for children on bad vog days.
I responded to staff inquiry about the rights of service dogs “in-training”. Dogs in training are not
covered by the ADA. Some states are starting to recognize dogs in training. I confirmed with
DCAB that Hawaii does not recognize dogs in training. Reminded staff it is the person that has
the rights for a modification, not the dog.
I drafted a recreation program inclusion brochure for parents of children with disabilities.
I’m organizing the Summer Fun training for summer hires that start in June.
