MS. NICHOLSON: <br />That the county continue to update and enforce its internet use <br />policy for all county employees. <br />MS. WONG: <br />What is the policy? Are they reprimanded or what happens if they are <br />caught abusing it? <br />MS. GARSON: <br />There is disciplinary action. <br />MS. NICHOLSON: <br />Yeah, somebody did get disciplined over it. <br />MS. WONG: <br />So, if the mayor is working 24-hours a day for five days a week. His <br />daughter calls him and says, daddy I want to find this, and he goes on his computer and <br />searches something for his daughter. Wouldn’t that not be an abuse? He’s using <br />personal use. <br />MS. GARSON: <br />There’s probably a de minimis use. I mean there’s a variety of different <br />things. You’re using county equipment for personal gain or purposes. There’s that. <br />And there’s also people who may be on E-bay all day and not doing their work, which <br />would be a disciplinary action. I forgot what your question was, but that would likely not <br />be a violation of the policy because it’s a de minimis type of use. <br />MS. WONG: <br />My point in that kind of flippant example is,people use it and hopefully <br />they don’t abuse it. People will sneak. I caught people playing bingo at work time, and <br />they had no embarrassment in hiding those kind of things. But I agree that they should <br />not be doing that, but what kind of time involved in monitoring, how effective is that, and <br />the reprimand? <br />MR. MATSUDA: <br />All we’re doing is recommending that the county continues its policy. <br />MS. NICHOLSON: <br />Continue to update. <br />MS. WONG: <br />I understand, but I was just pointing out a different way. <br />MS. NICHOLSON: <br />But we just don’t know what that policy is, but I guess I trust that the <br />policy is reasonable. <br />MR. MATSUDA: <br />Correct. <br />MS. NICHOLSON: <br />But if you would like, we could put it to your committee as an <br />operational thing, and you could take a look at the policy. <br />MS. WONG: <br />Don’t want to. <br />MS. NICHOLSON: <br />Okay. <br />MR. MATSUDA: <br />So, do we just make the recommendation, that’s all? <br />MS. NICHOLSON: <br />Yes. So we’ll just do that into our draft report and we can look at it <br />again. <br />27 <br /> <br />
