Ms. Garson suggested that for each recommendation, they take a vote on whether to <br />include it in the draft report, which needed to be started. <br />Ms. Wong said she wanted to "highlight" the recommendation but not yet vote on it. <br />The Chair said that to her, highlighting a recommendation meant including it in their <br />draft. It could be removed later on. In the meantime, they could pursue getting more <br />information on the recommendation, which meant it would become an agenda item. Or, they <br />could just vote to include it in the draft, where it would be discussed later. <br />Ms. Wong said she did not want her property tax increased and that she has a real estate <br />background. People could be resistant to the recommendation without looking at the benefits of <br />it. <br />Ms. Provalenko said the dwellings are unpermitted and should not be there anyway. <br />Ms. O'Hara said she has studied this issue and could not see why they wouldn't want to <br />promote this recommendation. <br />The Chair said that they should retitle Mr. Leonard's recommendation, which was to <br />increase property tax for unpermitted dwellings, to eliminate homeowners' exemptions for <br />unpermitted dwellings. She moved to Mr. Leonard's next recommendation. <br />3. Mandatory bus trade -in program. <br />Mr. Matsuda said he had no comment on this. <br />The Chair asked whether it was a viable recommendation they'd feel proud to include in <br />their report, and Ms. O'Hara said she could not see how it would directly reduce costs to the <br />government. <br />Ms. Wong suggested contacting the departments that would be affected by the <br />recommendations, to get their response. <br />The Chair said they could decide later whether to send a draft of their report to <br />department heads for their comments before finalization. <br />Ms. Wong was concerned that the departments involved would have no say if they <br />weren't informed of the recommendations, but the Chair said they would have plenty of <br />opportunity to respond. If a department responds persuasively that a recommendation is not <br />workable, elimination of that recommendation could be discussed. <br />Ms. Provalenko agreed with the Chair. <br />The Chair asked if they wanted this recommendation in the draft for now, and the general <br />consensus was yes. <br />22 <br />
