knew they had to do a window in which they had to produce a report to me, on what <br />actions I have to take, maybe it edto get ready for the General Plan and the zoning and <br />other stuff. And then the next round when you appoint a steering committee, and then <br />here’s the other thing, why should I have a steering committee and then an action <br />committee? If you’re going to appoint a steering committee to create the CDP, maybe <br />those guys should be the action committee because what I’m finding now, I go to the <br />council meeting and one of the council members adopt a recommendation that came <br />from the action committee. And the council member wants to haul in all the guys that <br />were on the steering committee because she wants to know if the steering committee’s <br />vision is different than the action committees. And I kind of like, steering committee <br />doesn’t exist as an entity anymore. And so at least the council members seem to think <br />that there was a disconnect between the people who would help create the plan and the <br />people who that were doing the implementation. And so maybe, and that would save us <br />having to go through the vetting process and the reappointment process, and all of that, <br />and then we’d have some continuity between the people who helped create the CDP <br />and the people who come up with the action for it. <br />MS. WONG: <br />So that is to say to terminate the action committee <br />MS. LEITHEAD-TODD: <br />But have the steering committee continue and have them <br />serve for a period to create to plan and then X number of years pass adoption in order <br />to implement. <br />MS. O’HARA: <br />It’s like a four year commitment or something. <br />MS. LEITHEAD-TODD: <br />Yeah. Four or five years. <br />MS. O’HARA: <br />A year and a half to two years to do the plan. <br />MS. WONG: <br />Any other comments, questions, specifically on this topic? None. <br />Looking at our time, are you 12:30? <br />MS. PROVALENKO: <br />I can be here till one. <br />MS. O’HARA: <br />I remember why we put together these two odd things, impact fees and <br />pay as you throw. And it relates to a conversation that I had with Bobby Jean earlier. <br />And that was when we were talking in your office about putting a specific element into <br />the real property tax bill to cover all infrastructure islandwide and could we not do <br />something similar for the solid waste issue. Or would you rather consider pay as you <br />throw. <br />MS. LEITHEAD-TODD: <br />The pay as you throw, the argument against pay as you throw <br />has always been that if you institute a pay as you throw, people will just dump <br />everywhere. <br />MS. O’HARA: <br />They already do. <br />MS. LEITHEAD-TODD: <br />And then also the issue of collection of pay as you throw, so <br />one idea has been that you pre-sell bags.
