CALL TO ORDER <br />The Chair called the meeting to order at 10:12 a.m. <br />2. APPROVAL OF MINUTES OF NOVEMBER 20, 2006, MEETING <br />Motion and Vote: Ms. Nicholson moved to accept the November 20, 2006, minutes. <br />Ms. Provalenko seconded the motion, and all commissioners present voted aye. <br />3. STATEMENTS FROM THE PUBLIC <br />No members of the public were present. <br />4. APPROVAL OF ADDENDUM AND /OR SUPPLEMENTAL AGENDA <br />There was no addendum or supplemental agenda. <br />5. PRESENTATION AND QUESTION /ANSWER SESSION BY THE <br />DEPARTMENT OF RESEARCH AND DEVELOPMENT <br />Jane Testa introduced herself, explaining that she was the director of the Department of <br />Research and Development ( "R &D "). Before answering the questions on the agenda, she <br />explained what R &D does to the commissioners. <br />
