Motion and Vote: Ms. Nicholson moved to not include the recommendation in their <br />report, Mr. Sakaguchi seconded the motion, and all members voted aye on the motion. <br />C. Department of Environmental Management (Solid Waste): Recommend that Mike <br />Dworsky receive clerical assistance. <br />Motion: Ms. Nicholson moved to amend this recommendation by taking out Mr. <br />Dworsky's name and recommending that the Solid Waste Division receive additional clerical <br />assistance. Ms. Stremski seconded the motion. <br />Ms. Garson said she saw in recent Council agendas requests for positions, although she <br />was not sure specifically what positions were being requested. She said Solid Waste may <br />already have gotten the help they needed. <br />Vote: All members voted aye on the motion. <br />d. Department of Environmental Management (Solid Waste): Recommend that CDL <br />truck drivers be separated from heavy equipment operators, who work only at the <br />landfills and should not need CDL licenses. <br />Ms. Provalenko questioned whether the purpose of this recommendation was to keep the <br />equipment operators off the highways, since they had CDL's but were not practiced at driving <br />large trucks on the highways. The Chair said the concern was that it was difficult for Solid <br />Waste to recruit equipment operators because of the requirement that they possess CDL's, and <br />operators should not need CDL's since they would be working only in the landfills and not <br />driving trucks on highways. <br />Mr. Sakaguchi asked whether a special employee category for truck drivers was needed, <br />or whether the equipment operators could be exempted from the CDL requirement. The Chair <br />felt the heavy equipment operators should be exempt from the CDL requirement and be <br />designated as heavy equipment operators. <br />Ms. Nicholson questioned who the recommendation should be addressed to, and Mr. <br />Sakaguchi stated they should just make the recommendation and it would be up to others to <br />address it to the right department. <br />Motion and Vote: Ms. Nicholson moved to include this recommendation into the final <br />report, Ms. Stremski seconded the motion, and all members voted aye. <br />e. Department of Environmental Management (Solid Waste): Recommend that <br />contract terms be lengthened to multi year terms. <br />Motion and Vote: Mr. Sakaguchi moved that this recommendation be adopted, with the <br />clarification that it is regarding vendor contracts and not employee contracts. Ms. Stremski <br />seconded the motion, and all commissioners voted aye. <br />
