Crosson, Secretary <br />Michael Dworsky, Department of Environmental Management <br />Jiro Sumada, Department of Public Works <br />The Chair called the meeting to order at 10:00 a.m. <br />APPROVAL OF MINUTES FROM MAY 4, 2006, MEETING <br />Motion and Vote: Mr. Sakaguchi moved to approve and file the minutes, Ms. Nicholson <br />seconded, and all members voted to approve and file the minutes of May 4, 2006. <br />3. STATEMENTS FROM THE PUBLIC <br />There were no members of the public present. <br />Communication No. 2006 -43: A letter from Jane Huntington regarding inefficiency in <br />the recruitment process. <br />Ms. Garson stated that she called the Civil Service Department on the issue Ms. <br />Huntington raised, about overlapping positions when one employee leaves and a new one <br />takes over. Ronald Takahashi, the deputy director, said that they are allowed to advertise <br />for the position. One of Ms. Huntington's complaints was that the recruitment process <br />cannot begin until the position is vacant. Mr. Takahashi said this is not true. If a position <br />is funded and available, they can recruit even if the position is still occupied by someone. <br />However, there does not appear to be a provision for overlapping, so that issue may need <br />to be addressed. <br />
