people to reach a certain level. How to keep good people they're motivated to <br />stay and choose public service for a reason, but we are going to lose some. The <br />question is how to keep as many of them as possible, and keep them on the light <br />side. To me, the greatest contributor to that is training. It's the training at the <br />top and in the middle that's key. It's beyond the appointed official. It's the long- <br />time guys and the ones just below them, not the appointed guys. That's the key to <br />a strong and stable county government. If they have bad experiences and become <br />poor managers, their whole standard for that group they are leading is low. How <br />do we raise that level of professionalism? It's a crap shoot, how good that <br />person's boss was five, ten years ago. If thatperson was old-fashioned, he's <br />going to manage that same way when he gets to be a boss. How do you broaden <br />the pool of good managers, and that's through training. I don't mean sending <br />them to a canned program on the mainland. It's more through experience -based <br />type training. That's my suggestion. It's a hard thing to deliver. <br />Mr. Sakaguchi told Mr. Sumada that his father would be proud and explained to the <br />others that his father was Mits Sumada. <br />Mr. Sumada thanked the commissioners and left. <br />7.-17. DISCUSSION /ACTION ON (VARIOUS DEPARTMENTS') RESPONSES TO <br />THE COMMISSION'S LETTER DATED APRIL 10, 2006 <br />Mr. Joseph suggested tabling the rest of the agenda to the next meeting and only inviting <br />one person to speak, that being Stanley Nakasone. Mr. Sakaguchi and Ms. Stremski <br />agreed. Mr. Joseph said that in tabling the rest of the agenda, they could spend an hour <br />on all of the communications. <br />Ms. Garson said it should be done via a motion to defer to the next meeting <br />Motion: Ms. Stremski moved to defer the communications to the next agenda. Mr. <br />Sakaguchi seconded. <br />Discussion: Ms. Nicholson said she does not see the point in talking about each one of <br />the responses individually and that the responses need to be tied to when they talk about <br />that department. Mr. Joseph said that they will still need a motion on each response to <br />accept and file. Ms. Cushnie asked if they were deferring them until the next meeting <br />and taking each one and filing them and talking about them later, and Mr. Joseph said <br />yes. <br />Vote: All members voted aye to defer the responses to the next agenda. <br />18.
