COUNCIL/LEGISLATIVE ACTIONS: <br />Solid Waste <br />Tyson, Ted Vorfeld and Bell reviewed the Request for Information responses and <br />· <br />presented analysis and recommendations to Council. <br />No vendors offered infrastructure of roadsand utilities or recycling centers. A resolution <br />· <br />will be presented at the August 4, 2004 Council meeting clarifying the Request for <br />Proposal concepts and timelines as well as actions the Department will take relating to the <br />Sort Station construction. <br />Council will be requested to redirect the Solid Waste Division funds that were transferred <br />· <br />to the Council Contingency Fund back to Solid Waste Division to use for other solid waste <br />issues. <br />Bottle Bill presentation will be made to the County Council Parks and Environmental <br />· <br />Management Committee on August 3, 2004. <br />Department <br />Leithead-Todd will review the removal of appropriate Articles in Chapter 21 of the <br />· <br />Hawai`i County Code relating to appeals to avoid duplication of EMC2004-05 Ordinance <br />relating to enforcement and commission hearing appeals. <br />Other <br />Ho updated the Commission on his current activities: personnel, Wastewater and Kahuku <br />· <br />Transfer Station. <br />Approved and proposed new positions for department were discussed. <br />· <br />Anyone interested in becoming a member of the Laulimahana Enterprises Steering <br />· <br />Committee may contact Cindy Robinson at The Arc of Hilo. <br />New Thank you€ signs are up at Hilo and Kealakehe Transfer Stations. <br />· <br />Solid Waste Division Chiefs Report <br /> (attached to original minutes) <br />SCRAP METAL PROGRAM: <br />Director will formally notify vendor that they need to solve encroachment on <br />· <br />adjacent Queen Liliu`okalani property. <br />Property will be surveyed and boundaries marked. <br />· <br />GREEN WASTE PROGRAM: <br />Recent fire is out and Tyson is working with the vendor on proper site management. <br />· <br />CONSTRUCTION & DEMOLITION WASTE RESTRICTION STATUS: <br />Concrete from the Kona Lagoon demolition will be recycled or used as daily landfill cover. <br />· <br />All scrap metal from the Kaiko`o Mall demolition is being recycled, and concrete and <br />· <br />masonry is being processed for reuse. <br />EPA Hilo Burrito project has been completed withthe removal of 5000 tons of <br />· <br />contaminated waste. <br />KEA`AU RECYCLING & REUSE CENTER: <br />Stahrnotedtheneedforentryroadrepairanddiscussedthepresenceofcats,chickensand <br />· <br />pigsinthearea. <br />-2- <br /> <br />
