DISCUSSION AND RECOMMENDATION ON DEPARTMENT OF ENVIRONMENTAL <br />MANAGEMENT RULES: <br /> <br />Bell will provide draft of recycling implementation guidelines/criteria for residential <br />haulers to include diversion goal, structure and measurable outc <br />DISCUSSION OF FISCAL YEAR 2004-2005 DEPARTMENT OPERATING BUDGET: <br /> <br /> Input can be submitted to Bell or the Council Office. <br />DISCUSSION OF FISCAL YEAR 2004-2005 DEPARTMENT CAPITAL IMPROVEMENT <br />PROJECTS BUDGET: <br /> <br />Input can be submitted to Bell or the Council Office. <br />STATUS REPORT ON DRAFT UPDATE TO INTEGRATED SOLID WASTE MANAGEMENT <br />PLAN (ISWMP): <br /> <br />Department Director will provide annual updates to the Commissio <br />DISCUSSION AND RECOMMENDATION ON ORDINANCE FOR THE DEPARTMENT OF <br />ENVIRONMENTAL MANAGEMENT TO ESTABLISH A PROCESS FOR ENFORCEMENT <br />AND FOR APPEALS TO BE HEARD BY THE ENVIRONMENTAL MANAGEMENT <br />COMMISSION: Deferred to May meeting. <br /> <br />Leithead-Todd will prepare two ordinances for appeals to be hear <br />and (2) Board of Appeals. <br />DISCUSSION AND RECOMMENDATION ON PROPOSED CAPACITY ASSESSMENT FEE <br />ORDINANCE: <br /> <br />Boucher will provide the Commission with the 2004 Capacity Assessment Fee Study <br />and the Needs Assessment Analysis prior to next meeting. <br /> <br />Leithead-Todd will work with Boucher to prepare amended ordinanc <br />meeting, noting suggested changes by commission, i.e. allowing staff to adjust fee <br />annually based on CPI or a percentage; changing effective date in Section 6 to six <br />months after ordinance approval. <br />DISCUSSION AND RECOMMENDATION ON PROPOSED SEWER CONNECTION LOAN <br />PROGRAM ORDINANCE: <br /> <br />Agenda item should read ÐFEEÑ, not ÐLOANÑ. <br /> <br />Leithead-Todd will work with Boucher to prepare amended ordinanc <br />schedule per motion passed at last monthÓs meeting. The motion stated the commission <br />would support the connection fee bill and advise the council to pass the ordinance with <br />a proviso that the department makes two changes to this bill before giving it to the <br />council. One is to change the effective date to give the department some lead time after <br />itÓs actually signed by the Mayor and the second change would be to include a schedule <br />such that the connection fee would increase by $5.00 a year at the beginning of each <br />fiscal year for 5 years. <br /> <br />Discussion will continue at May meeting. <br />-3- <br /> <br />
