PUA SPS ODOR CONTROL: <br />Odor has been reduced by the use of carbon. Use of chemicals to further reduce the odors is still <br />being pursued. <br />PERSONNEL: <br />st <br />Dora Beck, CEIII, started June 1. <br />KILOHANA IMPROVEMENT DISTRICT: <br />A resolution will be drafted and SRF funding requested to extend lines and connect subdivision <br />to county sewer. <br />UNFINISHED BUSINESS <br />6. : <br />DISCUSSION AND APPROVAL OF LETTER TO MAYOR KIM REGARDING ITEMS TO <br />DISCUSS AT AUGUST 27, 2003 MEETING: <br /> <br />Ono moved to approve the letter. Erway seconded. <br />Discussion provided the following <br />amendments: <br />Change ÐWastewater staffÑ to ÐDepartment staffÑ in first item under Staffing needs. <br />Add ÐAdditional staff to address enforcement/compliance issuesÑ under Staffing <br />needs. <br />Under Ordinances, add ÐTo amend wastewater billing charges, payment, late <br />penalty.Ñ <br />The motion to approve the amended letter passed unanimously. <br />NEW BUSINESS <br />7.: <br />COUNTY SAFETY OFFICER, CHARMAINE KAMAKA, PRESENTATION OF COUNTY <br />PROGRAM AND HOW IT SUPPORTS DEPARTMENT OF ENVIRONMENTAL <br />MANAGEMENT: <br /> <br />County Safety Officer <br />Function: Responsible for safety and health programs for all county employees and <br />departments and oversight of the Workers Compensation branch. <br />Mission: To make the workplace safe and healthy for the workers; to reduce the <br />accident rate and resultant costs; to protect the departments from occupational safety <br />and health violations and fines; and if people get hurt, fix them. <br /> <br />Data was provided specifically for Solid Waste and Wastewater Divisions on workers <br />compensation claims and HIOSH audits. <br /> <br />Provides resource services such as: <br />Safety trainings <br />Scheduling courtesy HIOSH inspections <br />Scheduling consultant safety inspections <br />Auditing and training of equipment operators <br />Annual required trainings <br /> <br />Bell and Boucher suggested that a Department Safety Officer could coordinate safety and <br />training issues with the County Safety Officer. <br /> <br />County contracts require workers compensation coverage. <br />-3- <br /> <br />
