Minutes for Wednesday, May 23, 2001Page 2 of 2 <br />JOHN OTA - Since his return to the island in 1994, he has noticed a big change in many environmental <br />issues. Individual homeowners in Pauka must hook up to the sewer line that the County installed at a <br />cost of $2,000 to $9,000 per individual. Why do some homeowners have to hook up, and others <br />excused? <br />GABRIEL MANNING - Concerned about the cost of hooking up to the sewer line due to the blue rock <br />in the Waiakea Houselot area. Many people in that area are widowed and have a very low income. <br />RESPONSIBILITIES, PROTOCOL, SUNSHINE LAW <br /> <br />Lincoln Ashida of Corporation Counsel discusses the duties and responsibilities of the commission <br />members, the protocol, and the Sunshine Law. Assignment of an attorney will follow at a later date. <br />COUNTY REGULATIONS AND POLICIES <br /> <br />Mike Ben of Civil Service discussed personnel policies and regulations. There are no personnel policies, <br />rules or laws that apply to commission member since they are not employees of the County. However, <br />employees of the Department for which they will be advising are subject to a variety of laws, rules, <br />regulations and policies. <br />COMMISSION FINANCES <br /> <br />Jerry Hamamoto discussed reimbursement for mileage, per diem, car rental, and meals (when meetings <br />go overtime). The County of Hawai‘i does not purchase alcohol for consumption by employees or for <br />functions involving the County and this includes commissioners.
