Ho discussed the CIP vs. Operating/Maintenance funds. <br />Director’s Report (Taken out of order) <br /> (attached to original minutes) <br />WASTE REDUCTION TECHNOLOGY REQUEST FOR PROPOSALS (RFP): The <br />proposal was discussed and Ho reported that the $125M cost was a high figure. <br />The Council will be holding public hearings around the island. <br />Sanborn said that the hearing presentation should include a comparison of bale and barge, <br />trucking, landfill and waste-to-energy costs. <br />Solid Waste Division Report (Taken out of order) <br /> (attached to original minutes) <br />ISSUES/PRIORITIES OF THE SOLID WASTE DIVISION: <br />Increase education budget – more education done via radio/media <br />o <br />New signage <br />o <br />Training security guards to be educators. <br />o <br />Changing DOH Convenience Center permits to Transfer Station permits to allow <br />o <br />commercial businesses to use recycle areas. <br />SORT STATION: Discussed how sorting would occur at the new facility. <br />TIRE BAN will be effective June 7, 2008. Unitek will take tires from businesses. <br />UNFINISHED BUSINESS <br />6. <br />DISCUSSION AND DECISION MAKING: RESCHEDULING 2008 COMMISSION <br />MEETINGS TO COINCIDE WITH SOLID WASTE ADVISORY COMMITTEE (SWAC) <br />MEETINGS: <br />The SWAC is appointed by the Mayor. Until the appointments are made and the committee <br />is formed, this discussion will be deferred. <br />The next commission meeting will be May 28, 2008 at the Liquor Control Conference Room, <br />Hilo Lagoon Center, in Hilo. <br />DISCUSSION: UPDATE TO THE INTEGRATED SOLID WASTE MANAGEMENT PLAN: <br />Chair Okamura advised that all action/votes taken last meeting regarding the SWAC <br />make-up are null and void because the SWAC is appointed by the Mayor each time an <br />update to the plan begins and old members are not automatically appointed to the new <br />committee. <br />Anyone interested in becoming a member of the SWAC will complete a Boards and <br />Commission application and submit to the Lincoln Ashida, Corporation Counsel, for <br />review/decision making by the Mayor. <br />Dworsky mailed out applications and invitations to a distribution list of stakeholders. <br />Island-wide emphasis will be placed on the make-up of the SWAC. <br />The consultants prefer to have the SWAC meetings the day before County Council meetings. <br />NEW BUSINESS <br />7. <br />DISCUSSION: FY 08-09 BUDGET: <br />A question was raised regarding how delinquent accounts are handled.
