Solid Waste Division Report <br /> (attached to original minutes) <br />CLOSED WAIMEA LANDFILL: <br />The last two quarterly monitoring reports indicate that the sand cover previously used to <br />mitigate subsurface fires has reduced or extinguished the subsurface fires. <br />CLOSED KAILUA LANDFILL: <br />The Supplemental Environmental Project (SEP) will involve the use of silty clay cap material <br />and foam and/or CO injections to contain the landfill fires. The uses and non-uses of closed <br />2 <br />landfills was discussed. <br />SORT STATION: <br />The use of the Reload Facility may possibly be as a commercial recycling area. The <br />Department is also contemplating development of a similar facility at the West Hawai`i <br />Sanitary Landfill. <br />INTEGRATED SOLID WASTE MANAGEMENT PLAN (ISWMP) UPDATE: <br />Monthly meetings of the SWAC and presentation to Council continues. <br />o <br />New chapters are prepared and discussed at each monthly meeting. <br />o <br />Applicable portions of the County’s Zero Waste Plan have been merged into the ISWMP. <br />o <br />Once the draft updated plan is complete, there will be public meetings before sending to <br />o <br />the Council for review and approval. Upon Mayor/Council approval, the plan will be <br />submitted to the State DOH for approval. <br />Plan should be approved and final in December 2009. <br />o <br />Technical Services Section Report <br /> (attached to original minutes) <br />NAALEHU/PAHALA LARGE CAPACITY CESSPOOL (LCC) REPLACEMENT: <br />Looking at an alternate larger site for Pahala. <br />HONOKA`A, QUEEN LILI`UOKANLANI VILLAGE, KOMOHANA HEIGHTS LCC <br />REPLACEMENT PROJECTS AS WELL AS THE NORTH KONA SEWER & EFFLUENT <br />REUSE UPGRADE PROJECT have been identified as “shovel ready” and included in the <br />Federal Stimulus Package submittal. <br />PERSONNEL: New CE 1 started February 17. 2009 <br />Wastewater Division Report <br /> (attached to original minutes) <br />Technical Services Section positions are being merged into the Wastewater and Solid Waste <br />Divisions. <br />Director’s Report <br /> (attached to original minutes) <br />ORDINANCE TO EXPAND SCOPE OF ENVIRONMENTAL MANAGEMENT <br />COMMISSION AUTHORITY BEYOND ADVISORY MATTERS TO INCLUDE POWER <br />TO SET SEWER AND SOLID WASTE FEES: Deputy Director and Corporation Counsel <br />are drafting this ordinance. <br />ORDINANCE TO INCREASE SEWER FEES, TO INCLUDE CONSIDERATION OF <br />PENALTIES, PAYMENTS PLANS, LIENS AND OTHER FEE COLLECTION <br />METHODS: <br />A sewer fee study is currently underway. <br />o <br />Director will report on the Sewer Fee Study at next meeting. <br />o <br />Deputy Director is reviewing the simplest way to address ordinance change in setting <br />o <br /> fees. <br /> <br />
