KOHANAIKI DEVELOPMENT: <br />Rutter Development has withdrawn from this project due to costs and a limited timeline. <br />· <br />Design and construction for augmentation of an R1 effluent conversion facility to the <br />· <br />Kealakehe WWTP, a sewage pump station on Queen Kaahumanu Highway, and sewer and <br />effluent transmission lines from the WWTP to Kealakeke Parkway will be pursued. <br />$10-12M County CIP funds will be requested this fiscal year. An additional $34M will be <br />· <br />requested next fiscal year. <br />(attached to original minutes)  Taken out of order. <br />Wastewater Division Chiefs Report <br />HILO WASTEWATER TREATMENT PLANT PROCESS BYPASS <br />There was a process bypass of approximately 2 million gallons of partially treated <br />· <br />wastewater at the Hilo Wastewater Treatment Plant between 4:30 p.m. January 12, 2007 and <br />7:30 a.m. January 13, 2007. <br />By 9 a.m. on January 13, 2007, an oral report was made to State HEER (Hazard Emergency <br />· <br />& Evaluation Response) Office and warning signs were posted. <br />State HEER confirmed with local DOH that posting of shoreline from Hilo Breakwater to <br />· <br />Puhi Bay was sufficient. <br />Director, Deputy Director, Managing Director, Mayor, Civil Defense and Department of <br />· <br />Hawaiian Home Lands were advised of the incident. <br />A notification press release was submitted to radio, television and newspapers. <br />· <br />A detailed analysis is being performed and the department is working with DOH to identify <br />· <br />a redundant solution. <br />The commission members requested that the analysis be emailed to them upon <br />· <br />completion. <br />COMPLIANCE: KEALAKEHE WASTEWATER TREATMENT PLAN <br />The DOH Operations and Maintenance inspection in February is a regularly scheduled <br />· <br />inspection. <br /> (attached to original minutes) <br />Solid Waste Division Chiefs Report <br />HILO LANDFILL: <br />Air photo of the Hilo Landfill was distributed and Sliver fill operation was discussed <br />· <br />(attached to original minutes). <br />Application to modify permit isstill proceeding. <br />· <br />The Hilo landfill remainedvery stable during the earthquake. <br />· <br />Per DOH request, additional groundwater wells will be included in the Assessment <br />· <br />Monitoring program. <br />GREEN WASTE: <br />The Council voted to approve the funds to build composting infrastructure in West Hawai`i <br />· <br />at the ordinancefirst reading. <br />For better fire control, a 2€ waterline is being installed from the transfer station to the green <br />· <br />waste area in Kealakehe. <br />LookingatpossiblytransportingexcessgreenwastefromWestHawai`itoSouthKona/Ka`u. <br />· <br />OLD KONA LANDFILL <br />RunningR2waterlinefromKealakeheWWTPtodealwiththefireisbeingconsidered.This <br />· <br />couldcauseadditionalleachateconcernsthatwillbeaddressedwithDOH. <br />Theconsensusofthecommissionmemberswasthatairqualitywasalargerproblemthan <br />· <br />leachate water. <br /> <br />
