The traffic flow is being maintained so that the Fuel Oils & Grease (FOG), recycling <br />· <br />and redemption areas can be added when financially feasible. <br />Directors Report <br />(attached to original minutes) <br />COMPOST FACILITY: <br />Request for 1M CIP was passed at Finance Committee on February 28th. <br />· <br />Funding choices are: private financing (talking with Waste Management), SRF <br />· <br />funding (State funding) or County CIP funding. <br />We're looking at all funding options. If the money is on the CIP list, it doesn't mean <br />· <br />we will use the money but we cannot do the building infrastructure if it is not on the <br />list. <br />Will be heard at the March 22nd Council meeting at the Keauhou Resort. <br />· <br />LARGE CAPACITY CESSPOOLS: <br />Large capacity cesspool conversions are under the jurisdiction of the State <br />· <br />Department of Health (DOH) and the Environmental Protection Agency (EPA). <br />WAIMEA LANDFILL: <br />EPA has approved the County's Brownfield's Targeted Assessment application. <br />· <br />A Phase I investigation will bepaid for out of DOH funds. <br />· <br />The closed landfill is being considered for a green waste area. It is not suitable for <br />· <br />Transfer Station traffic to be routed over the landfill. <br />UNFINISHED BUSINESS <br />6. (Continued) <br />COMMISSION MISSION STATEMENT AND GOALS <br />With no additional discussion, this item was filed. <br />· <br />NEW BUSINESS <br />7.: (Continued) <br />FY 06-07 DEPARTMENT OPERATING AND CAPITAL IMPROVEMENT <br />PROJECTS BUDGET REVIEW: (Taken out of order) <br />Director Bell presented a "Sneak Preview" of the Department's PowerPoint <br />· <br />Draft will be refined based <br />presentation to Council (attached to original minutes). <br />on Commission input. <br />After discussion regarding delinquent sewer bills, Sanborn made a motion that <br />· <br />the Commission writes a letter to the Water Commission, copying the County <br />Council, regarding shutting off water when the sewer bills are delinquent. <br />Okamura seconded the motion and it passed unanimously. <br />Chair Erway asked Sanborn to draft the letter. <br />· <br />Presentation suggestions from Commission: <br />· <br />-Add to Technical Services Section Information: number of contracts <br />managed <br />-Add percentage slides and $/person/category information <br />-AddpercentageofCIPdebtservicethatrepresentstheSolidWasteand <br />Wastewater Division projects. <br />-Addthecosttomaintaintheclosedlandfill. <br />-Add equipment usage and maintenance challenge of 24-7 operation <br /> <br />
