REVIEW: 2005-2006 DEPARTMENT BUDGET: <br />Department CIP budget request is $60M. <br />· <br />13 staff positions have been included inthe current department operating budget request. <br />· <br />Supplemental requests have been submitted for 2 admin accounting positions,a recycling <br />· <br />position, department investigator, and full time transfer stationguards. <br />Sort Station, Phase I: roads, residential recycling facilities, utilities; will be going out for <br />· <br />bids. <br />Bell encouraged the commission members to submit testimony in support of the <br />· <br />department budget requests to the council. <br />SCHEDULING OF COUNTY SITE VISITS BY THE COMMISSION: <br />Smith made a motion that the commission has a Hilo Landfill field trip after the <br />adjournment of the next meeting. Erway seconded the motion and it passed <br />unanimously. <br />UPDATE: EMC2005-01 RESOLUTION SUPPORTING WAIKOLOA CURBSIDE <br />RECYCLING: <br />Resolution 55-05 (attached to original minutes) allocates $50,000 for feasibility study and <br />· <br />implementation plan, via 04-05 General Fund Balance. <br />Has passed First reading. <br />· <br />Second reading will be April 6, 2005. <br />· <br />7.: <br />NEW BUSINESS <br />EMC2005-02 ORDINANCE TO CHANGE SUBDIVISION SEWER CONNECTION <br />DISTANCE (CURRENTLY 300 LINEAL FEET) (attached to original minutes): Deferred. <br />EMC2005-03 RESOLUTION REQUESTING POLICE DEPARTMENT TO DESIGNATE <br />OFFICIALS TO COORDINATE THE ENFORCEMENT OF ENVIRONMENTAL CRIMES <br />(attached to original minutes): <br />Intent of resolution is to have a trained Police Department employee be the point of contact <br />· <br />at the police station regarding enforcement of environmental crimes. <br />The final document will be sent to the Police Department for their review and approval <br />· <br />before submission to Council. <br />Smith made a motion to approve Resolution 2005-03 as submitted. Okamura <br />· <br />seconded and it passed unanimously. <br />EMC2005-04 RESOLUTION REQUESTING THE CREATION OF A POSITION OF <br />INVESTIGATOR IN THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT <br />(attachedtooriginalminutes): <br />Funding will be requested as a supplemental budget item. <br />· <br />Investigator would gather evidence on illegal environmental activities reported to the <br />· <br />County and report findings to the enforcement agency. <br />SmithmadeamotiontoapproveResolution2005-04assubmitted.Stahrseconded <br />· <br />anditpassedunanimously. <br />EMC2005-05 ORDINANCE TO WAIVE COUNTY FUEL TAX FOR FUELS <br />CONTAINING 20% BIODIESEL OR MORE: Deferred. <br />-3- <br /> <br />
