YUEN, PLANNING DIRECTOR Training Outline: • Mr. Yuen will describe the land use regulatory system and public acquisition as two complementary strategies, explain briefly the "taking" limitations on regulations, and conclude that acquisition, rather than regulation, is the better tool when (1) the idea is to prevent all development on a parcel, (2) when the public wants to make actual use of the property (as a park, for example, rather than just preserve open space for view plan purposes), or (3) when the objectionable development is vested.
