April 27, 2011 <br />Chairperson Siracusa and Members of the 2011 Redistricting Commission <br />I am providing a copy of the manual “HOW TO DO REDISTRICTING THAT WILL <br />STAND UP IN COURT” (Revised 2010) as part of my testimony for the next <br />commission meeting. <br />The author, Attorney Peter S. Wattson, is a brilliant man who wrote this manual <br />for the State of Minnesota. He was previously the legal counsel to the Minnesota <br />State Senate, and now is the legal counsel to the Minnesota Governor. It is the <br />best manual on redistricting that I've ever seen. This is the Revised 2010 <br />version. It will help the commissioners immensely to do their difficult job more <br />efficiently. Deputy Corporation Counsel Mike Udovic should be able to answer <br />any questions from the commission regarding the manual. <br />Additionally, I suggest that each commissioner be given a copy of a sub-set of <br />the master software that will be used by the State of Hawaii Office of Elections so <br />they can draw their own maps in their spare time.
