Who are you to tell us that <br />you're going to do this, because we've done this for a long time <br />before. You know, the problem of them having not any training, <br />isn't any responsibility of any member of the public or any police <br />commissioner. It's them that didn't train themselves. So if they <br />didn't, if you commit murder one, does it mean the second murder <br />is correct or three and the fourth one you could do <br />okay. You know, one <br />thing I was very disappointed in Mr. Manago's presentation to the <br />Council was that, Mr. Manago knew full well that he was there <br />without authority from the Council. Councilman Tyler asked him <br />two or three times or maybe four, but a number of times... "Mr. <br />Manago, did you discuss these matters with the Police Commission <br />and is this the position of the Police Commission ?" I remember <br />exactly what his words were. <br />"In the past." You ask him again. "In the past." The reason he <br />didn't say yes is that he knew that he's not supposed to be there, <br />so he wanted to give them the impression that `yes' I can give it <br />`cause the cops will let them do that "in the past." So he never <br />answered the question. And that, I found was very, very bad. But <br />anyway, I do feel much regret to Mr. Manago, I find this very difficult <br />to do things like this because he was a friend. You know I had <br />friends on the Commission, I think some of them no longer consider <br />me a friend. But, you know, as a lawyer and a judge is one thing. <br />"Cause my friend. If he committed this conduct in my <br />court, I'd report him to the bar disciplinary committee. Why? <br />Because it's my job.
