County Council, which they do, and they did effectively with that <br />positions. But since the Police Department comes under the <br />Mayor's office, the recommendations, if any, to the Council, are <br />included in the Mayor's budget, that goes to the County Council to <br />act on. Now, it's blatantly clear, to my thinking, that the Charter <br />does not give the Police Commission the authority to make <br />recommendations to the County Council. Now if you read Mr. <br />Hara's affidavit, and I'd be interested in what Mr. Kamelamela is <br />going to say, to see whether or not he disagrees with his boss, <br />because his boss said that the recommendations aren't made to <br />the Council, they're made to the Mayor, and you can read it more <br />thoroughly again. But, I'm interested in what Mr. <br />Kamelamela is going to say about that,... what his boss has said, <br />and his boss is adviser isn't the Police Commission, Mr. Ashida is. <br />I'm interested to see what Mr. Kamelamela will say, whether or not <br />it's proper for Mr. Manago to have taken it upon himself to go <br />before the County Council because in that instance also, there was <br />no vote taken by the Commission. And, if there had been a vote, or <br />a motion made, I would not oppose this vehemently, and I think <br />there are at least two other commissioners that I think would have <br />agreed with me, and perhaps others, that it was improper for us to <br />act as lobbyists for the Police. I'm sure you all read the papers and <br />you recognize that almost all the journalists think that the Police <br />Commission has really become a lapdog rather a watchdog. If you <br />read the Charter provision here, you can plainly see that what we <br />have in this County is known across the mainland as a Civilian <br />Review Board. These types of boards are there to review police <br />conduct. They're not there to be palsy -walsy with the police. <br />They're not put there to be lobbyists for the Police Department. <br />They're there to be a check and balance against police authority to <br />protect the citizens of the community. And I think that Mr. Manago, <br />though... it's strange to me though, because Mr. Manago attended a <br />conference on the mainland about review of police operations and <br />he made very constructive, he made very constructive suggestions <br />about how the Police Commission can review the department's <br />operations and make recommendations. All of that was fine, so <br />find it difficult to understand why Mr. Manago doesn't understand <br />that the same principle applies to the Budget. The <br />recommendations are made to the Mayor. We don't interfere with <br />the department and we don't lobby the Council for the Police <br />Department. Those are intentionally done to separate the powers? <br />and make the Police Commission something independent... the <br />body that reviews the conduct of the... the police department. <br />RW: May I ask a question of you? <br />IVA <br />
