GANIGAN: The other two lower laborers below me was trained, and then when Harry <br />returned back to work in 2004 , they were all on the machines, you <br />know. They got trained right away. Soon as I left, then I was sent home, they <br />got trained. <br />CHAIR: Okay, so the trainee gets training- <br />GANIGAN: - -No, no, the trainee trains in the baseyard. You got the trainer. <br />CHAIR: Well I could as a cycle, his cycle of coming around, making the <br />rounds. I don't know what it is he does yet. We'll try to get a handle on this -- <br />GANIGAN: -- `Cause every time I stay home, every time they sent me home, the laborers <br />was below me, and I was hired before that, was trained, and the whole time <br />when I was at work, no training. But soon as I got sent home, guys are training <br />above me, they got promoted. The next guys below me, came from Parks and <br />Recreation, they got trained when I was home. When I came back work, I was <br />supposed to be on priority now, training <br />KAMELAMELA: - -Mr. Ganigan- <br />GANIGAN: - -Never happened. <br />KAMELAMELA: Mr. Ganigan. My question— because he had made a petition against Harry <br />Jose, you know <br />GANIGAN: -- because he by- passed me. And he got promoted on top of that. <br />CHAIR: That's not really an ethical issue, I don't think, for us. That's a bureaucratic <br />problem that maybe you guys deal with and all that. We're just — <br />our interest isis Jose even an issue here? <br />KAMELAMELA: I get the sense he's not, but I'm trying to find out whether, from Mr. <br />Ganigan- <br />CHAIR: That was an example <br />GANIGAN: --Yeah— <br />CHAIR: - -Jose was an example <br />GANIGAN: - -Yeah. <br />CHAIR: Was your grievance against Jose —did he do anything to —did he violate any <br />ethical code there, Jose? <br />GANIGAN: No. <br />47 <br />
