Petition No. 2007 -03: Nancy Burns petition alleging violation of Article 15, <br />Section 2 -83, Fair Treatment, of the Hawaii County Code of Ethics by <br />Councilmember Bob Jacobson. <br />CHAIR: Okay, call the Board of Ethics back to order. And we're now ready to hear <br />petition number 2007 -03. Nancy Burns, come up, please. Thank you for being <br />patient. Thank you for letting us adjust this. It's an unusual day for us. <br />BURNS: Thank you for letting me express my concerns today. My name is Nancy <br />Burns, and I'm a civil engineer. I'm a member of the Tau Beta Pi Engineering <br />Honor Society, the Chi Epsilon Civil Engineering Honor Society, and a <br />committee member of the National Council of Examiners for Engineering on <br />Surveying. I'm a member of the American Society of Civil Engineers, the <br />National Society of Professional Engineers, and president -elect of the Kona - <br />Kohala Chapter of the Hawaii Society of Professional Engineers. I have <br />worked in the public sector for the County of Hawaii Department of Public <br />Works and in the private sector for various engineering firms. I have 22 years <br />of experience in the design of drainage systems and other infrastructure. <br />I filed the complaint due to comments made during County Council committee <br />and regular meetings regarding Bill 51, which amends Chapter 27, Flood <br />Control, of the Hawaii County Code.
