we are going to do our level best to help this commission come to a just decision. <br />There are other people in the community who want to get after other public <br />officials because they don't like what they are doing. They disagree with them on <br />the issues, and this commission is uniquely situated to provide justice and fairness <br />to elected officials who find themselves in the spotlight, as Councilwoman Nae`ole <br />does in these circumstances. So we appreciate what you are doing, and we are <br />prepared to help you. Thank you. <br />Chair: Okay, we are going to start the proceedings by first calling Barbara Hale. And <br />after Barbara Hale, I am just going to go through her witness list and call her <br />witnesses first. And then when I have completed the witness list, I will go to your <br />witness list. Good morning, Mrs. Hale. <br />Hale: Good morning. <br />Chair: The statements that you provided the Board, are they all true and accurate to the <br />best of your knowledge? <br />Hale: Yes, to the best of my knowledge. <br />Chair: And is there anything you would like to add to your statement? <br />Hale: Yes. I have a copy of a torn up check that Ms. Nae`ole's attorney was requesting. <br />It is the original. <br />Chair: I would like to start the questioning by asking —you made a claim that <br />Councilwoman Nae`ole was using office staff to conduct her personal work, <br />personal business. Could you elaborate on that for us? <br />Hale: Yes. I need to just a little bit explore what the types of seminars and classes we <br />have here at the County. I believe Lincoln Ashida is one of them who presented <br />that class. And that was to explain to us that there are certain things that we are <br />not allowed to do in our office. There is— sometimes we can give an excuse for it <br />if we have to run down and get a pill for somebody or do a quick shop, or a quick <br />pickup of something of great urgency. We just had that class not long ago, and <br />now it seemed that— <br />Chair: —Well, was Councilwoman Nae`ole present at that class? <br />Hale: Yes. With saying that, I had submitted a list of exhibits, both for this body, for <br />this Ethics Commission, and for the Campaign Spending. I had discovered that <br />over —this was prior to the tax deadline in April. The atmosphere wasn't really <br />good for a number of weeks for me in that office, and I could hardly explain <br />without really picking out at the time what brought it on. But it was an <br />uncomfortable atmosphere. I noticed that whenever I got to get —after I print at <br />the Xerox machine, there were papers always being scurried so I don't look at it. <br />noticed this for quite a number of weeks, and I didn't talk to anybody, because I <br />was not favored already.
