staff member who does a lot of reviews of coastal zone management, special management area <br />and environmental impact (inaudible) statements, but I think that's ultimately mostly a minor <br />part of my duties. Does that answer your question? <br />LCM: Can you picture a hypothetical situation where you would come into conflict and <br />then you would have to pull back, where these things overlap to the point where you would feel -- <br />WHITMORE: As you may know, there is a working relationship between the Department <br />of Research and Development and the Planning Department around these community <br />development planning processes. As I understand it and it's changed a bit overtime, I think <br />Planning takes their principal role and responsibility is to manage the legal side of the <br />community development planning process, helping communities understand what it means to <br />how they can influence land use developing, land use planning, what the legal side of community <br />development plans look like and how they can impact that in ways that reflect, really, the vision <br />of the communities. And the Department of Research and Development's role, in turn, is really <br />the community engagement side of things. They help lead meetings, get the word out within <br />communities about the opportunity to be involved in the community planning process, help with <br />the facilitation of meetings. So there are likely to be points where I'll be working with the <br />Department of Research and Development because of that relationship, but it won't it'd rarely <br />have any direct connection to this leadership development program that I'm helping them <br />develop. Obviously, the leadership development program, which is targeting grassroots leaders, <br />many of whom are the same are also going to be targeted for participation in the CDP <br />processes, and there's going to be some connection there, because what the Department of <br />Research and Development is trying to do is tap those individuals, those residents, who <br />demonstrated a commitment to community improvement, demonstrated an interest in providing <br />leadership roles in their community. They want to provide them with additional support to <br />realize more of their leadership potential, so it's going to be some of the same people that get <br />involved in the CDP processes that are going to in turn be targeted by the Department of <br />Research and Development for leadership development support. But I don't see that as any type <br />of conflict in terms of my roles with the Planning Department or in connection with the <br />Department of Research and Development. They're complementary, but I don't see any area of <br />conflict, potentially. <br />LCM: The contract that Research and Development--your work with them, is a teaching, <br />training- -not so much the content of what they're doing, but teaching them how to? <br />WHITMORE: What I'm really doing is facilitating the development of their leadership <br />development program. <br />LCM: Not so much what they're leading, but how they lead? <br />WHITMORE: I'm helping them design eventually it will be in place fleshing out - -is <br />there's going to be four main opportunities that are going to be made available to grassroots <br />leaders on the island. One is what they're calling aft/lows program, the heart of which will be <br />a series of retreats designed to help people understand what their natural gifts and talents are as <br />leaders, how they can enhance those, what their niche within their community really can and <br />should be in terms of providing leadership, communication skills -- really kind of equipping them <br />with a toolbox to be the best leaders they can be in their community.
