WEATHERFORD: Thank you, Mr. Chair, and specifically I want to address an issue <br />that Ms. Folena had asked me if I was present when a particular incident occurred at the <br />County Council. That was the incident in which Ms. Naeole was praying over the witness <br />at the time that Ms. Folena was testifying before Council. And it is true, that my <br />observation was that Ms. Naeole was holding her hand out and was audibly having <br />something to say to someone during the time that Ms. Folena was testifying. <br />CHAIR: Okay, thank you. <br />WEATHERFORD: Thank you. <br />CHAIR: Okay, moving on to agenda item number 3, Approval ofMinutes. <br />3. APPROVAL OF MINUTES <br />Minutes of the August 12, 2009, Regular Session. <br />Motion and vote: Ms. Nicholson moved to accept and file the minutes, Ms. Gentry <br />seconded the motion, and all members voted aye. <br />4. COMMUNICATIONS <br />a. Communication No. 2009 -64: Hawaii Police Department Annual Report <br />Fiscal Year 2007 -2008. <br />The Chair requested delaying the acceptance and filing of this communication until the <br />Board had more time to go through it. The other members agreed. <br />b. Communication No. 2009 -66: Letter from Mayor William Kenoi dated <br />9/14/09 regarding proposed amendments to the Ethics Code. <br />The Chair said that since no one was present from the Mayor's Office and more time was <br />needed for the Board to review the proposals, he would like to continue the matter to the next <br />meeting. In the meantime, he asked that each member come up with a list of questions and send <br />them to Renee Schoen. He said someone from the Mayor's Office would need to be present at <br />the next meeting to answer their questions. <br />Motion and vote: Mr. Martin moved to defer the matter to the next agenda, Ms. Gentry <br />seconded the motion, and all members voted aye. <br />5. NEW BUSINESS <br />a. Petition No. 2009 -6: Petitioners allege that a County officer or employee <br />violated Sections 2- 83(a)(3) and 2- 83(b)(5) of the Code of Ethics (regarding <br />13 <br />
