What we need to do is <br />enforce the law, not have an artificial statement that if you're a minority -owned interest <br />and you're a County employee, you don't you're not entitled to provide services to the <br />County. <br />CHAIR: Okay, and excuse me, if you could just wrap it up statements from the public <br />we typically limit to three minutes per issue, but <br />DELIMA: - -Okay, I'll just end this way. I have three charts that's attached to the <br />process, and I just wanted to demonstrate real quickly that the three charts essentially <br />point out that through the competitive bidding process, Kama `aina, Inc. and you saw <br />part of your proposal, so you can see that they substantially are the lowest bidder not <br />by a little bit, but substantially the lowest bidder in every single year that they've bid. So <br />you got the charts, and I can make them available. But every single year that they bid, <br />from 1996 when Kama `aina Pumping, Inc., first got the first sealed contract in other <br />words, Kama `aina Pumping, Inc., they've been in the press, but the bottom line is every <br />time they got a contract with the County, it's been through the sealed bidding process. <br />It's been through the sealed bidding process. And that's the basic point. I just want to clarify that I'm looking at today's meeting as an information <br />gathering session from the Mayor and his team regarding these proposed changes. We <br />don't necessarily want to make any decisions on it today, but rather hear their side and <br />what their motivations are behind this, and then look at ways we can get more <br />information from the public in the future. So thank you for coming today, Mayor, and <br />Mr. Dayton.
