COMMUNICATIONS <br />Communication No. 2009 -64: Hawaii Police Department Annual Report <br />Fiscal Year 2007 -2008. <br />Motion and vote: Ms. Nicholson moved to accept and file the communication, Ms. <br />Gentry seconded the motion, and all members voted aye. <br />b. Communication No. 2009 -71: OpenLine publication of the Office of <br />Information Practices, August 2008. <br />Motion and vote: Ms. Nicholson moved to accept and file the communication, Ms. <br />Gentry seconded the motion, and all members voted aye. <br />C. Draft Informal Advisory Opinion for Petition No. 2009 -6, heard at the <br />Board's September 23, 2009, meeting. <br />Motion and vote: Ms. Gentry moved to adopt the informal advisory opinion, Ms. <br />Nicholson seconded the motion, and all members voted aye. <br />d. Draft Informal Advisory Opinion for Petition No. 2009 -7, heard at the <br />Board's September 23, 2009, meeting. <br />Motion and vote: Ms. Gentry moved to adopt the informal advisory opinion, Ms. <br />Nicholson seconded the motion, and all members voted aye. <br />e. Draft communication from the Board to the legislature in support of Senate <br />Bills 531 and 128 and House Bill 626, regarding the imposition of <br />administrative fines. <br />Ms. Schoen explained that the Board decided at a prior meeting to send a letter in support <br />of these bills. If these bills pass, the Board would be able to impose fines without first having to <br />request violators to cease and correct their behavior. In addition, appeals of the fines would be <br />made to Circuit Court rather than to an appeals agency that the County would need to create. <br />Motion and vote: Ms. Gentry moved to approve the draft communication, Ms. Lum <br />seconded the motion, and all members voted aye. <br />
