In that <br /> report the Cost of Government Commission made the following recommendations for your <br /> department: <br /> A. Wastewater Division: <br /> • Recommend looking into developing more opportunities in wastewater <br /> recycling,primarily for environmental reasons, but also to generate <br /> revenue. <br /> • Recommend combining the water and sewer bills into one bill. <br /> • Recommend pursuing water turn-off approval for overdue sewer bills. <br /> • Recommend that the Wastewater division develop proposals for stricter <br /> enforcement of sewer connections for all homeowners where such <br /> connections are available. <br /> • Recommend expanding programs to assist homeowners to connect to the <br /> sewer system where it is available. <br /> B. Solid Waste Division: <br /> • Recommend that the Solid Waste Division receive clerical assistance. <br /> • Recommend that CDL truck drivers be separated from heavy equipment <br /> operators, who work only at the landfills and should not need CDL <br /> licenses. <br /> • Recommend that contract terms be lengthened to multi-year terms. This is <br /> regarding vendor contracts, not employee contracts. <br /> • Recommend additional trainers to train transfer station attendants to <br /> become equipment operators, thus increasing their ability to muilt- <br /> function. <br /> i <br /> • Recommend that employees be subject to random drug testing, which is to <br /> include current employees and not just new hires. <br /> Hawaii County is an Equal Opportunity Employer and Provider <br /> I <br /> I <br /> I <br />
