Kalani Flores <br />Commissioner Paul Campbell <br />Commissioner Kim Garcia <br />Absent: Commissioner Bill Gilmartin <br />Commissioner Laura Schuster <br />Commissioner Benedict Yung <br />Others Present: Amy Self, Deputy Corporation Counsel <br />Harry Yada, Property Manager, Finance <br />Alexandra Kelepolo, Clerk III, Finance <br />CALL TO ORDER <br />The meeting was called to order by Chair Kenneth Kaneshiro at 10:05 a.m. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />DEBBIE HECHT <br />(Ms. Hecht handed out an "Open Space and Parks Bond Proposal " to the Commission) Ms. <br />Debbie Hecht, a resident of Kona and campaign coordinator for 2% for the land fund, noted to <br />the Commission that she has been doing research on the Open Space and Parks Bond Proposal <br />for nine properties approved by the Hawaii County Council for acquisition. <br />She suggested having different properties in each council district available so that citizens can <br />identify whether the property is to be saved or conserved. The money to finance would be <br />determined by adding up the fair market value of all properties which in turn would be the bond <br />amount. It would be a general obligation bond in which the amount would be assessed against <br />each property according to the assessed value. <br />She is proposing that the Commission vote to ask Bill Takaba, Director of the County Finance <br />Department, to verify the information and answer the questions in the handout for consideration <br />of an Open Space Bond. <br />-1- <br />
