I. Opinion dated April 27, 2000, concerning Candidate Campaign Walk- <br /> Throughs. <br /> • Candidate walk-throughs on County premises are strictly <br /> prohibited. <br /> • Department heads are charged with ensuring such walk-throughs <br /> do not occur on County premises. <br /> • "Walk-throughs" include the giving out of buttons, pens, or other <br /> paraphernalia or items that carry a campaign message. In other <br /> words, even though a candidate does not walk through a County <br /> facility, the distribution of the above items on County premises is <br /> strictly prohibited. <br /> 2. Opinion dated January 12, 2001, concerning Use of State E-Mail for <br /> Campaign Purposes. <br /> • County email accounts must not be used for campaign purposes. <br /> This includes the generation and receipt of email messages that <br /> are for campaign purposes, and not an official County purpose. <br /> • County internet services must not be used for campaign purposes. <br /> This means County computers must not be used for accessing <br /> political campaign websites or for any purpose not consistent with <br /> an official County purpose. <br /> 3. Opinion dated November 13, 2000, concerning Fundraising on State <br /> Facilities. <br /> Any type of political campaign fundraising activity on County <br /> premises, or using County time or resources for a political <br /> fundraising activity, is strictly prohibited. This means the sale or <br /> distribution of political campaign fundraiser tickets on County <br /> premises. This also includes the use of County resources (using a <br /> County telephone to call in a headcount order to a caterer for an <br /> upcoming political fundraiser, e.g.). <br /> • "Fundraising" also includes the distribution of"complimentary" or <br /> free political campaign fundraiser tickets. <br /> We also encourage our County officers and employees to revisit <br /> Corporation Counsel Opinions Nos. 2004-05 (July 30, 2004) and 2002-03 (June <br /> 7, 2002), for a further review and discussion of prohibited campaign activities in <br /> the County of Hawaii and the resulting consequences of non-compliance. <br /> All County officers and employees are invited to contact our office if you <br /> have any questions or concerns regarding prohibited campaign activities. <br /> Encls. <br /> S: Departments/CC/Numbered Memos/2007/2007-05 Campaign restrictions 10-22-07/LSAmr <br /> - 2 - <br />
