Pursuant to Section 12-2. 5, Hawaii Revised Statutes, <br /> nomination papers were made available to 1996 County Council <br /> candidates beginning February 1, 1996. <br /> 12 . Pursuant to SECTION 5 of Ordinance 95-20, on June 3, <br /> 1996, Council member Keiko Bonk-Abramson introduced Resolution <br /> No. 298-96. (A copy of the resolution is attached as Exhibit <br /> ..F". ) <br /> 13. Resolution No. 298-96 was considered by the County <br /> Council' s Committee on Finance on May 14, 1996. There was no <br /> discussion of the issues which are the subject of this review. <br /> (A copy of the relevant excerpts from the meeting are attached <br /> hereto as Exhibit "G". ) <br /> 14 . The Committee produced Finance Committee Report No. <br /> 258. (A copy of the committee report is attached as Exhibit <br /> "H". ) <br /> 15. Resolution No. 298-96 was considered by the full <br /> Council on July 3, 1996 and passed by a vote of 9-0. There was <br /> no discussion of the resolution. (A copy of the relevant <br /> excerpts of the meeting are attached as Exhibit "I". ) <br /> 16. The candidate filing deadline for the 1996 council <br /> elections was July 23, 1996. <br /> 17. Pursuant to Ordinance 95-20 and Resolution 298-96, a <br /> "PUBLIC NOTICE OF PROPOSED AMENDMENTS TO THE HAWAII COUNTY <br /> CHARTER", was published in the West Hawaii Today and the Hawaii <br /> Tribune Herald in September, 1996. (A copy of the notice, which <br /> appeared in the September 15, 1996 edition of the West Hawaii <br /> Today, is attached as Exhibit "J". ) The notice did not contain <br /> any information on effective date and whether terms to which <br /> persons could be elected to in the 1996 General Election would <br /> be counted towards the term limit. <br /> 18 . The primary election was held on September 21, 1996. <br /> No candidate was elected in the primary pursuant to Section <br /> 12-41., Hawaii Revised Statutes. <br /> 8 <br />
