Paul Bleck representing the applicant Paul Bleck, AIA, Ltd, addressed comments and <br />questions from Commissioners regarding building design, parking circulation and <br />landscaping. <br /> <br />It was moved by Commissioner Herbert, and seconded by Commissioner Burns to <br />recommend to the Planning Director approval of the proposed project as submitted. <br /> <br />A roll call vote was taken and the motion carried with seven ayes and two absent and <br />excused (Sharron Stanbro and Riley Saito). <br /> <br /> <br />2.Design review of a sign permit application for two wall signs for PRES-Kona Coast, L.P. <br />Applicant: John Allen Sign Company, LLC. Land Owners: Queen Lili‘uokalani Trust <br />and PRES-Kona Coast, L.P. TMK: 7-4-015:001. Located at 74-5586 Palani Road, <br />Kailua-Kona, Hawai‘i, on the northwest corner of the intersection of Palani Road and <br />Queen Ka‘ahumanu Highway. <br /> <br /> Mr. Childs oriented the Commissioners regarding the subject and surrounding properties <br /> on the location map, and described the proposed two signs. Mr. Childs stated that the <br /> sign dimensions exceeded the Sign Code requirement and suggested that a Sign Variance <br />may be required for a sign design having a size that exceeded the increased sign area <br />allowed by Variance for the previous business in this location, Ross Stores, Inc., and also <br />exceeded the sign area allowed by a separate variance covering all signs within the <br />Shopping Center. Mr. Childs noted that the applicant had submitted an incorrect <br />application for the design attached. The applicant’s representative Chad Raymond of <br />John Allen Sign Company, LLC informed the Commission that the KVDC sign permit <br />form used was assumed correct, as the same form had been accepted in past submittals. <br /> <br />Addressing comments and questions from the Commissions, Mr. Raymond told <br />Commissioners that the proposed size of the sign is necessary due to the increased <br />highway width and traffic flow in place since the 1997 Variance granted to the previous <br />business. He also said that the color choice and pattern of the proposed sign is a standard <br />corporate design of the proposed business operator, Pier 1 Imports. <br /> <br />It was moved by Commissioner Herbert, and seconded by Commissioner Au Hoy to <br />recommend to the Public Works Director approval of the sign application if revised to <br />comprise a total sign area of not more than 32.15 square feet, and if so allowed by the <br />Director or the County Council. <br /> <br />A roll call vote was taken and the motion carried with seven ayes and two absent and <br />excused (Sharron Stanbro and RileySaito). <br /> <br /> <br />3.Design review of a sign permit application for a ground sign and a wall sign for Eben <br />Chun.
