Foreword <br />This Report No. 01 -06, Review of Recycling and Diversion Grants Program under the <br />Department of Environmental Management, was requested by the Hawaii County <br />Council through Resolution No. 168 -05, Resolution Requesting the Legislative Auditor's <br />Office to Conduct a Limited Scope Performance Audit of the County of Hawai `i 's <br />Recycling and Diversion Grants Program. Specifically, auditors reviewed the <br />Department of Environmental Management's contracts for recycling and diversion <br />programs funded by County, State and federal grants for Fiscal Years 2004 and 2005. <br />The audit was conducted pursuant to Council Rule 22, Section 2(d) which provides: <br />"2. The Legislative Auditor shall, at the discretion of the Council: <br />(d) Conduct performance and financial audits of the funds, <br />programs and operations of any agency or operation of the <br />County when requested by resolution. All audits shall be <br />conducted in accordance with governmental auditing <br />standards." <br />The auditors wish to express their appreciation for the cooperation and assistance <br />extended to them by the Department of Environmental Management and others contacted <br />during the course of the audit. <br />William E.
