Chapter 3: HIGHWAY MAINTENANCE AND TRAFFIC DIVISIONS <br />Chapter 3 <br />HIGHWAY MAINTENANCE AND TRAFFIC DIVISIONS <br />Highway Fund "To maintain and continually make improvements to the County's <br />roadway transportation system to permit the safe and efficient <br />Mission movement of people and goods around the island." <br />Statement <br />Department of The Department of Public Works is headed by its Administration to <br />which report its five functional divisions - Engineering, Building, <br />Public Works Highway Maintenance, Traffic, and Automotive, of which the <br />Highway Maintenance and Traffic Divisions are provided <br />operational funds by the Highway Fund. [See, Appendix A, <br />Department of Public Works - 2009 Organization Chart.] <br />Highway Hawaii County Code section 2 -41(4) provides <br />Maintenance "...The highway maintenance division shall be <br />responsible for the construction and maintenance <br />Division of all roads, streets, highways, footpaths, storm <br />drains, bridges, flood channels, and certain <br />cemeteries." <br />The Division's FY2008 -2009 budget proposal included the following <br />program description: <br />"The Highway Maintenance Division oversees <br />and directs all Highway Programs; i.e., <br />maintenance of roadways, flood control structures <br />and canals. The Division also establishes safety <br />programs and conducts training, coordinates in- <br />house resurfacing projects and responds to <br />various emergencies as needed.
