CHAPTER 3 DUTIES AND FUNCTIONS DEPARTMENT OF PUBLIC WORKS The Department of Public Works is established under the Hawaii County Charter, article VI, chapter 7. The powers, duties and functions of the Department are set forth in section 6 -7.3 as follows: "Section 6 -7.3. Powers, Duties and Functions. The powers, duties and functions of the department of public works shall be prescribed by ordinance and shall be exercised and performed by the department." The duties of the Director of Public Works are prescribed under the Hawaii County Code section 2 -39 as follows: "Section 2 -39. Duties of director of public works. The director of public works shall be charged with the supervision, direction, and control of: (1) The construction, repair, maintenance and operation of all County buildings, structures, and grounds, not otherwise delegated to any other department of the County; (2) The administration and enforcement of the building code, electrical code, housing code, plumbing code, and all ordinances and statutes related to the responsibilities assigned to the department of public works; and (3) The administration, control, and operation of all divisions and bureaus of the department of public works and the appointment, transfer, promotion, demotion, or dismissal of all necessary personnel." The duties and functions of the Department of Public Works are prescribed under the Hawaii County Code section 2 -40 as follows: "Section 2 -40. Duties and functions of department. The department shall be responsible for: (1) The performance of all matters relating to engineering; (2) Public and private building construction and inspection; (3) Public improvements; (4) Construction, inspection, and maintenance of public highways, bridges, streets, and sidewalks; (5) Acquisition of public and private property for public purposes; (6) Design and maintenance of a system of traffic control and devices; and (7) Construction and inspection of all other County projects, except for matters relating to the department of water supply."
