CHAPTER 3 <br />DUTIES AND FUNCTIONS <br />DEPARTMENT OF PUBLIC WORKS <br />The Department of Public Works is established under the Hawaii County Charter, article VI, <br />chapter 7. The powers, duties and functions of the Department are set forth in section 6 -7.3 as <br />follows: <br />"Section 6 -7.3. Powers, Duties and Functions. The powers, duties and functions <br />of the department of public works shall be prescribed by ordinance and shall be <br />exercised and performed by the department." <br />The duties of the Director of Public Works are prescribed under the Hawaii County Code <br />section 2 -39 as follows: <br />"Section 2 -39. Duties of director of public works. <br />The director of public works shall be charged with the supervision, <br />direction, and control of: <br />(1) The construction, repair, maintenance and operation of all County <br />buildings, structures, and grounds, not otherwise delegated to any <br />other department of the County; <br />(2) The administration and enforcement of the building code, electrical <br />code, housing code, plumbing code, and all ordinances and statutes <br />related to the responsibilities assigned to the department of public <br />works; and <br />(3) The administration, control, and operation of all divisions and <br />bureaus of the department of public works and the appointment, <br />transfer, promotion, demotion, or dismissal of all necessary <br />personnel." <br />The duties and functions of the Department of Public Works are prescribed under the Hawaii <br />County Code section 2 -40 as follows: <br />"Section 2 -40. Duties and functions of department. <br />The department shall be responsible for: <br />(1) The performance of all matters relating to engineering; <br />(2) Public and private building construction and inspection; <br />(3) Public improvements; <br />(4) Construction, inspection, and maintenance of public highways, <br />bridges, streets, and sidewalks; <br />(5) Acquisition of public and private property for public purposes; <br />(6) Design and maintenance of a system of traffic control and devices; <br />and <br />(7) Construction and inspection of all other County projects, except for <br />matters relating to the department of water supply." <br />
