Hawaii Police Commission <br />Regular Session Minutes <br />June 24, 2011 <br />Page 4 <br />Commissioner Sumja moved that they put together a resolution in support of having <br />Dr. Kimo Alameda provide more training for personnel of the Police Department. <br />Commissioner Ignacio seconded, and it carried unanimously. <br />➢ Hearing Impaired Directive: Chief Kubojiri reported that they received a complaint <br />about a hearing impaired person not being able to communicate with the officer <br />both on the road and at the station. A directive was sent out to address this <br />problem. <br />➢ APEC Conference: Chief Kubojiri reported that they have been invited to <br />participate with security for the APEC Conference in Honolulu. <br />➢ Personnel: Chief Kubojiri reported that a recruit resigned this week. He realized <br />that being a police officer was not for him, and that the standards and expectations <br />were too high for him. They normally get about two resignations in each recruit <br />class. The 79th recruit class graduation will be on July 15 at 10:30 a.m. at Nani Mau <br />Gardens. A commanders meeting will be held just prior to that. Major Paul Kealoha <br />will be promoted to Assistant Chief in Area II, replacing Assistant Chief Tavares, on <br />July 18. Tavares will replace Assistant Chief Pacheco in Hilo. Promotions will <br />create more personnel moves. Kona will have a 4th of July parade in which two <br />officers who served in the Middle East will be Grand Marshalls. <br />➢ <br />Nixie Service: At the last meeting, he reported that they will have to start paying <br />for the Nixle service. They are working out the issues of competitive bids. <br />➢ HSLEOA Conference: The theme will be about the I Generation, and the agenda <br />will be distributed once it is finalized. <br />➢ Gated Communities: Issues will be put in writing and forwarded to the Police <br />Department. <br />➢ Portable Radios: A Councilperson in South Kona put out a resolution for more <br />police portable radios. The Department of Homeland Security purchased 60 radios <br />for them, and they have a sufficient number of radios. The problem is that the <br />radios have to be brought back in to have the batteries refreshed. They told the <br />councilperson that they do appreciate her concern for officer safety. The radios <br />were tied to the budget process. <br />EXECUTIVE SESSION <br />Commissioner Sumja moved to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawaii Police Department, to consider <br />sensitive matters relating to public safety, and to consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, immunities, <br />and liabilities pursuant to HRS 92 -5 (a) (2) (4) (5) and the Hawaii County Charter Section <br />13 -20 (b). Commissioner Ono seconded, and it carried unanimously. <br />
