Melrose <br />RODNEYOSHIR0 <br />Deputy County Clerk <br />This memorandum is in response to an inquiry from Commissioner J. Melrose dated July 12, <br />2011, requesting information and /or copies of old maps depicting historical council district <br />boundaries for the period 1970 through 2000. <br />Review of County Charters prior to 1991 indicate that the Hawaii County Council was <br />composed of nine members who were elected "at- large ". Of the nine members one shall be a <br />resident of the district of Puna, one a resident of the district of Ka`u, one a resident of the <br />combined districts of North and South Kona, one a resident of the combined districts of <br />North and South Kohala, one a resident of the district of Hamakua and one a resident of the <br />combined districts of North and South Hilo. The 1968 and 1980 County Charters provided, <br />in part, that "the ballots for the primary and general elections shall be prepared to give every <br />voter in the county the opportunity to vote for each and every council seat." The <br />composition remained the same until November 1990 when voters approved single- member <br />council districts for the County of Hawaii. <br />We understand that district boundaries applicable prior to 1991 were the historical judicial <br />districts of Hawaii County. A copy of the map depicting historical judicial districts for the <br />County of Hawaii, the 1991 Council District map, and the 2001 Council District map will be <br />made available for public viewing at the July 28, 2011 Redistricting Commission meeting. <br />Serving the Interests of the People of Our Island <br />Hawai `i County is an Equal Opportunity Provider and Employer <br />
