Chapter 3: OPERATIONS <br /> CHAPTER 3 <br /> OPERATIONS <br /> Although the Parks Maintenance Division has adequately addressed its custodial activities, this <br /> performance audit focuses on the Department of Parks and Recreation's facilities asset <br /> management plan, which by industry best practices, should include a facilities maintenance and <br /> repair program that highlights periodic or preventative maintenance activities in order to ensure <br /> adequate levels of public service at the lowest life cycle cost for each facility. While the Parks <br /> Maintenance Superintendent recognizes the benefits of periodic or preventative maintenance, <br /> the Department has not developed action plans or policies that comply with its facilities goal set <br /> forth in the Hawaii County Department of Parks and Recreation 2004-2009 Strategic Plan: <br /> "Focus Area 2, Facilities: Provide adequate and well-maintained facilities in each district <br /> to meet the needs of the public." <br /> HISTORICAL LACK OF PERIODIC MAINTENANCE AND DELAYED <br /> REPAIRS HAVE LEFT FACILITIES TO DETERIORATE <br /> It should be stressed that the deterioration of recreational facilities has been a lonq- <br /> standing problem inherited by the current Parks and Recreation Administration. <br /> Why are the County's recreational facilities deteriorating? We'll use deteriorating roofs as an <br /> example. Why do P&R facilities have roofs that are rusted and leaking? The Department has <br /> no periodic or preventative maintenance plan for metal roofs that clearly states what <br /> preventative maintenance activities should be performed and at what intervals. For example: <br /> METAL ROOFS <br /> Complete Physical Inspection...................... Annually <br /> Inspection for debris/mildew/etc................... Monthly <br /> Debris/mildew removal................................. As Needed <br /> Paint............................................................. Every 10 years <br /> Not only have roofs not been cleaned and painted on a proactive basis to extend the life of this <br /> critical facility component, the Department has permitted identified deficiencies to continue for <br /> months and in some cases years, increasing the possibility that damage to other critical facility <br /> components will occur. (See, Photographs #1 through #23) <br /> Many of the metal roofs on the County's recreational facilities are not being routinely inspected, <br /> cleaned, or painted. The Parks Maintenance Division reported that it does not have the <br /> equipment or trained staff to perform major roof repairs or painting in-house, and yet, the <br /> Division's budget for contracting of roof and gutter work had been reduced to zero in the current <br /> fiscal year. Further review of prior fiscal years indicates that the Division's budget for contracting <br /> or outsourcing of these preventative maintenance activities has historically been minimal and <br /> often gone unused. <br /> 11 <br />
