L Summary <br />The County of Hawaii is required to submit a Consolidated Plan (CP) to the U.S. <br />Department of Housing and Urban Development (HUD) in order to receive its <br />Community Development Block Grant (CDBG) funds. The purpose of the County's CP <br />is to ensure that jurisdictions receiving direct federal assistance utilize and develop a plan <br />for its housing and related needs of very low -, low -, and moderate- income families in a <br />way that improves the availability and affordability of decent, safe and sanitary housing <br />within a suitable living environment. The County's CP has three major sections: <br />Housing & Special Needs Housing; Homeless; and Community Development. <br />The County's CP provides goals, priorities, needs, and data used to develop the plan for <br />how the County intends to administer the HUD CDBG Program. The State of Hawai'i's <br />CP provides background, direction, and a plan for how the State intends to administer <br />HUD's Home Investment Partnership Program (HOME), Emergency Shelter Grant <br />(.ESG), and Housing Opportunities for Persons with AIDS (HOPWA) to assist in meeting <br />the housing needs of Hawai'i's citizens. <br />This summary consolidates the goals and priorities to give an overview of the County's <br />plans. <br />They are summarized as follows: <br />0 GOALS <br />The federal programs are moving toward performance based finding. Although HUD <br />has not mandated performance based outcomes, all counties in Hawai'i have agreed to <br />utilize the HUD "Logic Model" to develop its 2010 through 2014 CPs. The model <br />outlines the CDBG and HOME activities the County will COMPLETE between 2010 and <br />2014. These include: <br />Housing Goals <br />• Provide Tenant -Based Rent Assistance to 100 households, <br />• Construct 100 affordable rental units for low income elderly persons, <br />• Provide 20 homebuyer education and counseling sessions (one per year), <br />• Provide down- paymen0closing cost assistance to S families, <br />• Construct 60 affordable for -sale housing units, <br />• Provide loans/grants for home rehabilitation to 50 homeowners, <br />• Provide effective program administration & conduct an update to the Housing <br />Study. <br />Fair Housing Goals <br />• Conduct 10 fair housing training sessions for persons of Non/Limited- English <br />proficiency, <br />• Develop 1 video to increase awareness, <br />• Increase participation by 20 landlords in training sessions, <br />0 2014 -14 CP Final <br />
