As a minimum, all Directors,Branch Chiefs, and other governmental executives having <br /> specific responsibilities for the people of the County of Hawai'i, should initially scan the"Table <br /> of Contents,"read the Base Plan, "page"through the annexes, and read the Emergency Support <br /> Function (ESF) Appendixes for which they are the coordinating agency, or a primary or <br /> supporting agency. Such an overview will provide the busy manager with an understanding of <br /> the detailed instructions contained in the remainder of the Plan, as well as an appreciation of his <br /> responsibilities which have to be met. <br /> Close coordination and liaison in planning, action and training is essential. Be assured <br /> that the time and effort expended in this preparedness program on a day-to-day basis will <br /> mutually benefit all of us, all of our families, and all of the people of Hawai'i County should any <br /> such disaster occur. <br />
