Chapter 18:Risk Assessment <br /> enhancement of the ventilation system to include better indoor air quality, and the abatement <br /> of hazardous material. <br /> This is a multi-hazard retrofit in which the State of Hawaii's contribution is the retrofit of the <br /> ventilation system to mitigate against harmful volcanic gas emissions and abatement of some <br /> indoor hazardous material. The Federal share contribution is for seismic bracing of the <br /> ceiling grid in essential facility areas, removal of an incinerator stack that is a potential <br /> seismic falling hazard, and mitigation against hurricane and windstorms through protection <br /> against windborne debris impacts on windows and rooftop mechanical systems and <br /> anchorage of nearby ancillary structures on site that would otherwise be large debris sources. <br /> Matching funds will come from two sources, both expenditures of the Hawaii Health System <br /> Corporation: 1) Final design and construction documents for the retrofits prepared by a <br /> structural engineer, and 2) a Capital Improvement Project for Kau Hospital to provided <br /> enhanced supply air handling system to mitigate against Volcanic Gas (VOG), ceiling <br /> asbestos abatement, and the replacement of vulnerable jalousie louver windows for improved <br /> hurricane resistance and better control of the interior air environment. In past VOG episodes, <br /> patients have needed to be relocated to other hospitals because of lack of sufficient air pre- <br /> conditioning to eliminate sulfur dioxide and other VOG particulates. According to Hawaii <br /> Volcano Observatory 2008 estimates, Kilauea Volcano emits 2,300 tons of sulfur dioxide per <br /> day. <br /> The project was determined by the FEMA BCA tool to have over $4 million in benefits over <br /> 25 years accrued from building loss protection, contents loss prevention, and functionality <br /> protection to enable continuity of operations during hurricane and earthquake disasters. The <br /> Benefit Cost Ratio is expected to be 6.67. <br /> Thus, the combination of the proposed FEMA PDM retrofits with the state's already planned <br /> air handling and enclosure retrofits will mitigate against hurricanes, earthquakes, and <br /> volcanic gas hazards. <br /> 18-14 Hawaii County Multi-Hazard Mitigation Plan <br />
