Per the Hawaii County General Plan (2005), Ka'u <br /> district has high percentages of special needs and vulnerable populations (youth under <18, <br /> elderly 60+years, public assistance). These populations tend to be disproportionately impacted <br /> by natural hazard events, and may require special consideration when preparing for, <br /> responding to, and recovering from a disaster. Communities in Ka'u district are at risk from a <br /> number of hazards including hazard events such as earthquakes, tsunamis, lava flows and <br /> hurricanes, and chronic hazards such as volcanic gas emissions. <br /> How the proposed activity relates to the FEMA-approved mitigation plan: <br /> The first priority for implementation of the Hawaii County Multi-Hazard Mitigation Plan is the <br /> hardening and retrofitting of critical facilities, i.e., those providing critical services such as <br /> hospitals. <br /> How the proposed activity relates to the State's FEMA-approved mitigation plan: <br /> Per the State of Hawaii Multi-Hazard Mitigation Plan Chapter 7 Mitigation Strategy, "Hospitals, <br /> fire stations, police stations, and other facilities statewide have been determined to be critical. <br /> Hawai'i County is also subject to hurricane and coastal flooding hazards.
