State of the County <br /> 2005 - The Year in Review <br /> 2006 - Looking Forward: Projects and Issues <br /> Planning Christopher Yuen, Director <br /> Long-range planning efforts (objective is to manage growth and channel it to suitable <br /> areas): <br /> • Worked with Council to enact new County General Plan <br /> • Prepared interim General Plan amendments and held workshops on them <br /> • Started Kona and Puna Community Development Plans <br /> • Completed Envision Downtown Hilo 2025 Plan, which was adopted by Council <br /> (this will be a template for public participation and renewing urban areas) <br /> Infrastructure planning/financing: <br /> • Puna Regional Circulation Plan <br /> • Waimea Circulation Plan <br /> • CIP coordination with Public Works <br /> • Started study to lead to impact fee ordinance <br /> Affordable housing: <br /> • Worked with Council and Office of Housing and Community Development to <br /> reform County affordable housing ordinance <br /> • Worked on planning for major public affordable housing projects in Waikoloa and <br /> Keahuolu <br /> • Made recommendations on major rezoning actions such as Suffolk and Pua'a <br /> rezonings in Kona; made sure that they included affordable housing and road <br /> improvements <br /> Environmental and cultural heritage: <br /> • Adopted rules for the use of county shoreline public accesses <br /> • Reviewed and analyzed water quality data that had been collected by West <br /> Hawaii resorts over the last 15 years <br /> Improved customer service: <br /> • Made zoning and other land use information available to public on CD <br />
