Resource Assessment Conduct an inventory of Hawaii County's programs and <br /> services along the prevention-graduated sanctions <br /> continuum and locates gaps along that continuum. <br /> Outreach, Communication Develops a plan to solicit community involvement <br /> & Media in Comprehensive Strategy efforts and utilizes the media <br /> to support the initiative. <br /> Legislative, Policy & Reviews and assesses current laws and policies to <br /> Systems Issues make legislative, policy and systems recommendations. <br /> Objective Decision-Making Identifies and assesses decision points of the juvenile <br /> justice system and makes recommendations for further <br /> study and refinement of the process by which youth are <br /> placed or moved through the system. <br /> Planning, Monitoring & Collects, reviews, assesses, and evaluates all <br /> Evaluation workgroup reports. Synthesizes information into the <br /> Community Assessment Report and the 5-Year <br /> Comprehensive Plan. <br /> Youth Involvement A group of high school students from around the island <br /> that offers a youth's perspective regarding the issues and <br /> challenges facing young people today. Their input has <br /> been a valuable tool, especially in validating the risk <br /> factors that most affect youth in Hawaii County. <br /> From May 2001 to January 2002 the workgroups met independently to complete their area of <br /> responsibility. Through the devoted efforts of many individuals, Hawaii County completed the <br /> Community Assessment Report (CAR) in January 2002. It represents a collaborative effort that <br /> involved State, County, community, and private entities that collectively realize the importance of the <br /> youth. The following timeline highlights some of the key points in the orientation and community <br /> assessment phases of the process. <br /> Timeline <br /> November 2000 Community leaders from throughout the Island of Hawaii were convened <br /> for an orientation. <br /> January 2001 Mayor Harry Kim welcomed OJJDP staff and consultants and committed <br /> his support for the Comprehensive Strategy effort. <br /> Hawaii County Legislators were briefed on the concepts and benefits of the <br /> Comprehensive Strategy during the opening weeks of the Legislature. <br /> Key government, business and civic leaders were convened for a <br /> Comprehensive Strategy orientation session. <br /> 11 <br />
